Bridgeport Regional Business Council and the City of Bridgeport

The Bridgeport Regional Business Council (BRBC), acting in partnership with the City of Bridgeport, CT, is accepting proposals from non-profit organizations, professional services firms, or individuals to act as a program manager of the Bridgeport Sustainability Initiative.  The program manager will work with a Sustainability Community Advisory Committee (SCAC) and city staff to create a long-term sustainability action plan for the city, incorporate sustainability principles into city policy, and manage consultants during the first phase of the initiative focusing on several early action items. Proposals must be submitted to the BRBC by Wednesday, November 19, 2008. Comprehensive Revision of the Branford Subdivision and Zoning Regulations

The Town of Branford is seeking qualified consultants to assist in the updating and rewriting of the Town of Branford's zoning regulations and zoning map over the next two years. Respondents must have experience and knowledge in the field of municipal planning and zoning, including experience in the writing and updating of zoning and subdivision regulations. Qualifications must be submitted by 12:00 p.m. on Wednesday, October 8, 2008.

1. INTRODUCTION:
As a follow-up to the completion of the 2008 update of the Branford Plan of Conservation and Development (POCD) the Planning and Zoning Commission is initiating a substantial revision of both Zoning and Subdivision Regulations.  In addition to implementing many of the recommendations of the POCD, the Commission seeks to make the regulations more user friendly and more consistent with current planning, zoning, and engineering practice.  The duration of the project will be two years.  Funding for the first year of the project is in place.  Funding for the second year has been programmed but must be confirmed during the FY 08-09 budget process.

2. OBJECTIVES:
The goal of the project is to update the town’s regulatory framework as it pertains to land use and development with the following objectives and considerations in mind:
• Amend Zoning and Subdivision Regulations to implement the recommendations of the 2008 Plan of Conservation and Development.
• Update land uses currently allowed. 
•Improve consistency between the current zoning/subdivision regulations and other town ordinances and regulations.
• Improve consistency between the current zoning regulations and Connecticut land use law, including beneficial enabling legislation.
• Create appropriate graphics that illustrate design concepts and requirements.
• Incorporate models and best management practices that ensure quality development consistent with community values and development pressures.
• Improve clarity of development standards, definitions, and procedures.

3. PROJECT OUTLINE:
The project consists of the complete rewriting of the Branford subdivision and  zoning regulations. The respondent will review the existing regulations, zoning map and POCD as well as other data that may be provided, and may recommend additional objectives for the project.  Some new sections may need to be added to the regulations.   
Town staff will work with the consultant to prepare a draft outline of tasks to be accomplished and a timeline for delivery of work items. The Planning and Zoning Commission will  meet with the consultant to provide input and to review progress.  Representatives of other commissions, boards or agencies, and interested residents may be involved in the project. A schedule for meetings, work sessions, and for delivery of the final document will be established by the Commission.   Working subgroups may be established to address subtopics or sections of the regulations, such as highway overlay zones, and Village Districts. 

4. WORK PRODUCTS:
• Drafts and Final Documents to be available in MS Word format and a  format suitable for posting on the Town website.
• Drafts: The Town will make copies of working drafts provided by the consultant.
• Final: Twenty (20) copies, spiral bound, 8½ X 11 inches printed double sided, and one copy on a CD.
• Zoning Map: Shall be submitted in a format compatible with the Town's GIS system and in a format suitable for posting on the Town website.

5. SUBMITTAL REQUIREMENTS:
Respondents must submit the following information , which  will be the basis consultant selection:
• Background statement describing the firm, including a brief history, discipline capabilities, principals, and location.
• Resumes outlining positions, qualifications and relevant experience of individuals to be assigned to the project.
• Availability of personnel, the date the firm is available to commence the project and estimated length of time necessary for completion.
• List of current and prior clients for whom similar services have been provided, including name of contact person, address and telephone number.
• Examples of similar work that has been carried out by the respondent.
• Statement of the respondent's understanding of the tasks involved, ability to complete the tasks, and description of assistance required of the Town of Branford.
• Respondent's professional liability insurance. 
• Financial capability of the respondent to complete the project.
• Total number of employees in the firm and the total number of staff that will work on this project.

6. QUALTIFICATIONS REVIEW AND SELECTION PROCESS:
Following initial review, candidates will be short-listed to three (3) semi-finalists.  Semi-finalists will be invited to make a presentation, not to exceed thirty (30) minutes, followed by a question and answer period of approximately thirty (30) minutes.  Semi-finalists will be advised in advance of their presentation time.  The Selection Committee may opt to hold a second interview, if necessary.
After all interviews are completed, the Selection Committee will evaluate qualifications based on the following criteria: 

  1. Candidate’s background and professional expertise, including client references, as well as number, size and scope of previous projects similar to the proposed project.
  2. Any Special qualifications.
  3. Quality and experience of assigned personnel, including use of the Internet, technology, and applicable software.
  4. The Candidate’s demonstrated understanding of the work.
  5. Evidence of any special or innovative approaches that the firm has used.
  6. The proven ability to submit a high-quality completed project within the required timeline.

After review of all factors, terms and conditions, the Town of Branford reserves the right to reject any and all proposals or any part thereof, or waive defects in same, or accept any proposal deemed to be in the best interest of the Town of Branford
 
7. PROPOSED PROJECT SCHEDULE:
     RFQ posted: Wednesday, September 10, 2008
     Submission of qualifications: Wednesday, October 8, 2008
     Candidate interviews: Monday, October 20th through Wednesday, October 22, 2008
