An Associate’s or Bachelor’s degree in City, Urban or Regional Planning or Architecture, Engineering, Geology, Biology or other Life Science may substitute for the education and experience requirements. Knowledge of City, State and Federal regulations pertaining to zoning. Ability to apply commonsense understanding to solve practical problems and deal with a variety of concrete variables where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form. Ability to prepare written reports and to present information in a clear and concise manner. Ability to maintain files and record systems. Ability to assist the public in properly completing applications. Ability to type from clear copy at a rate of not less than 40 words per minute. between $750,000 and $800,000. The Community Development Block Grant (CDBG) program funds a variety of

Summary of Position: Under general direction of the Director of Planning and Economic Development, performs administrative and technical work in the administration and coordination of the community development block grant program. The program manager is involved in development of the Town’s CDBG program and strategy, and is responsible for the administration of the CDBG grant and for contract administration related to individual projects funded by the program.

Town Planner
Positions Description:
The Town Planner will undertake the following duties: evaluate subdivision applications for conformance with the Town’s Land Development and Subdivision Regulations; review design and site plan applications for conformance with the Town’s Subdivision and Major Land Development regulations; and examine and process other monthly applications and referrals submitted to the Warren Planning Board. The Town Planner is expected to conduct site visits and confer with applicants as needed; prepare monthly reports; attend monthly meetings of the Planning Board; assist the Town’s Administrative Officer in the processing of applications; and consult, as needed, with Town staff. The Town Planner may also be asked to provide general technical support in the areas of community and environmental planning.
Prompt and regular communication with the Town Manager, Planning Board Chairman, Planning Board secretary and, as needed, with the Board’s attorney, is essential. The Planner/Grant Writer shall regularly confer with and receive direction from the Town Manager.
The Town Planner/Grant Writer shall write, secure and administer grants for all departments, offices, commissions, committees, councils, boards, agencies and authorities of the Town of Warren.

Essential Functions:
Planning:
Extensive contact with the public and local/state/federal agencies and other parties interested in or associated with community land and economic development
Extensive responsibility to work with developers and their representatives to achieve Town-wide development objectives
Serve as primary staff to boards, commissions and committees in an administrative and professional advisory capacity
Review land use and development application for conformance with planning and design principles, local ordinances and the Comprehensive Plan of the Town
Prepare draft staff reports to the Town Council, Planning Board and Zoning Board
Prepare zoning and subdivision ordinance provisions and amendments based on technical research and accepted planning principles, as directed
Prepare comprehensive plan amendments, special area plans and technical reports on various planning topics, as directed
Use computer programs to collect and analyze data and prepare graphics and reports
Attend staff meetings, training sessions, council sessions, etc., as directed
Make site inspections as part of reviewing land use proposals and writing technical reports
Serve as a member of any capital project committee appointed by the Town Council and any special project committee that involves land development.

Grant writing:
Seek, write, secure and administer grants for all departments, offices, commissions, committees, councils, boards, agencies and authorities of the Town of Warren, as directed.
Process grant applications with input from department heads and town administrators, as directed
Community Development: Serve as administrator of the Community Development Block Grant (CDBG) program.
Other:
Serve as the Town’s Web Site Coordinator/Administrator
Serve as GIS Manager
Desired Minimum Qualifications: Professional training in planning or urban design
A minimum two (2) years experience in the fields of community development or urban planning
Proven record of success in seeking and administering grants.
